Vasilij Romanov, chairman of the Belarusian Chamber of Commerce and Industry

The Belarusian Chamber of Commerce and Industry is one of the leading business communities of Belarus. It effectively expresses the interests of various groups and categories of domestic and foreign businessmen to republican and regional public authorities.
BelCCI is a member of the International Chamber of Commerce which head office is located in Paris. Since 2002 BelCCI is a member of the European Association of Chambers of Commerce (EUROCHAMBER) and takes active part in its work. The Belarusian Chamber of Commerce and Industry is among the founders and active members of the International Council on Cooperation of the Chambers of Commerce and Industry and Economic Chambers of the Eastern and Central Europe Countries as well as a member of the Council of CCIs for the Central European Initiative. In 2007 BelCCI has celebrated its 55-year-old anniversary.
For today in BelCCI system, including six regional branches, it is signed about 700 agreements and memorandums of cooperation with national and regional chambers of foreign and neighbor countries. Complying with government recommendations about the development of new markets in 2007 BelCCI completed cooperation agreements with national CCI of Tajikistan, Uzbekistan and Oman, Association of Chambers of Commerce and Industry of India, United Chamber of Commerce Switzerland — Russia, Ukraine, Kazakhstan, Belarus, the Chamber of Commerce of the Democratic People’s Republic of Korea, Korea Trade-Investment Promotion Agency (KOTRA).
In 2007 the Chamber organized about 240 actions of foreign-economic character. 87 receptions of foreign delegations and 60 visits of the Belarusian business circles have taken place: to the Russian Federation, Ukraine, Moldova, Kazakhstan, Tajikistan, Uzbekistan, Azerbaijan and Armenia. Under the aegis of BelCCI the Belarusian commodity producers have participated in 69 international exhibitions abroad and 10 national expositions have been organized. Thus about 5000 Belarusian and foreign market participants have taken part in actions of BelCCI. Executed work has yielded positive result: assistance of Chamber to a growth of export deliveries in 2007 amounted more than 550 million US dollars.
With direct assistance of BelCCI in 2007 on the territory of Belarus 16 commercial enterprises was established with participation of the foreign capital. The legal capital of the enterprises has amounted more than 50 million US dollars. The main countries-investors are Poland, Germany, Lithuania, Turkey, Russia, Iran, Cyprus, Great Britain, Austria, USA.
The certain contribution to successful advancement of the Belarusian products to the foreign markets made an opening in 2007 of representative office of BelCCI in China and St.-Petersburg (Russia), along with the operating representative office of BelCCI in Germany since 2002 (appendix 1).
Besides the official representatives the Chamber has 22 public representatives operating worldwide in Vietnam, Hong Kong, Italy, the Netherlands, Panama and the countries of Latin America, Slovenia, Turkey, Ukraine, Finland, Estonia and India as well as in seven regions of Russia: Krasnodar and Krasnoyarsk territory, Far East, Privolzhsky, Siberian and Southern Federal district, in The Republic of Mordovia (appendix 2). Such expanded activity of BelCCI has enabled to diversify the Belarusian export, to search investors and partners for business, to conduct marketing researches, to render consulting services by inquiries both Belarusian and the foreign enterprises.
Six regional branches operates in the system of BelCCI in Minsk, Grodno, Brest, Vitebsk, Mogilyov and Gomel with the branches and representative offices in 38 cities (appendix 3). Four commercial organizations — UE “Belinterexpo”, UE “Belpatentservis”, UE “Center of Business Education” and the International arbitration Court are founded at BelCCI.
The important direction of activity of the Chamber is an examination, certification of the origin of the goods, products, activities and services of home manufacture.
Since August, 2004 BelCCI has started to give Carnets À. Ò. À. — the international customs document, allowing to carry out the simplified and faster registration of interim importation of goods in connection with holding of exhibitions and fairs, as well as taking through the border of commodity samples, professional equipment and some other categories of the goods.
For assistance purposes to the Belarusian enterprises to enter to the foreign markets the Center of Business Education began to render a new service in 2006 — to issue the information certificate, that is the information about export conditions of the concrete Belarusian goods on the European Union markets and of some other foreign states. Advantage of this service is while mark a code of the goods on TN VED and the European Union country in which export is planned, it is possible to receive the exhaustive information about the customs duties, trade preferences, licenses, certificates necessary for realization of export of the concrete goods, internal taxes, the statistics of mutual trade by these goods between Belarus and the certain country, the authorities responsible for the issue of trade. The certificate issued in Russian or English languages. Besides the Center of Business Education has mastered a new and well needed kind of service — corporate training which includes:
• complex diagnostics of the enterprises,
• projects development on carrying out of reengineering of key business processes,
• the following consultation on introduction of projects,
• realization of corporate university (allows to create at the enterprise constantly operating system of advanced training of experts).
The enterprise “Belpatentservice” also contributes to the development of an export potential of the country, carrying out a wide spectrum of services in the field of a legal protection of the industrial property objects for the economic players of Belarus also issues applications for registration of inventions, trade marks, service marks, industrial samples, conducts patent researches, certificates the objects of intellectual property (hereinafter — ÎIP), represents the interests of clients at legal investigation about protection of OIP in patent and civil courts. In 2006 UE “Belpatentservis” developed and set in operation “The System of voluntary identification and deposition of the results of intellectual activity and objects of intellectual property (SDID RIDOIS)” which allowed to master a new kind of service — deposition OIS (computer programs and some other objects of the copyright). Short information about software products with certificates of their deposition in depositary of software products of SDID RIDOIS are printed in each number of the newsletter of BelCCI “Merkuryj”.
Besides according to the Decree of the President of Belarus from 25.08.2006 ¹529 “About state custom” BelCCI renders one more service — the information about availability (absence) on the territory of Belarus manufacturers of the goods (according to the name and code of TN VED). Since recently BelCCI obtained the license for rendering of legal services.
The wide range of the services rendered by chamber destined for its members first of all. Today the membership base of chamber counts about 1600 organizations with a various form of ownership. For the purpose of stimulation and attraction to the ranks of chamber new members, the chamber continues to practice rendering of services for its members with preferences.
The broad spectrum of possibilities of Belarusian CCI is reflected on the website — www.cci.by. Here you can get exhaustive information about services of BelCCI and its unitary enterprises, general information about Belarus, its social and economic development, data on the leading ministries, free economic zones and working conditions there, business offers. Available databases give the chance to search business partners among the Belarus enterprises.
The Chamber also actively search foreign investors for realisation of the State complex program of development of regions, small and average settlements for 2007 — 2010; programs “The Road of Belarus” for 2006 — 2015; the National program of development of tourism in Belarus for 2008 — 2010; the State program of import replacing for 2006-2010; the State investment program for 2008.
Besides, BelCCI publishes “Guidebook of the Belarus exporter”, brochure “Why it is profitable to invest to Belarus?”, printing and electronic catalogues of the major investment projects and catalogues of members of BelCCI in Russian and foreign languages. Among periodicals — the newsletter “Merkuryj”, magazine “Business Gomel”, “Bulletin of the business and commercial information”.
In 2007 BelCCI developed multimedia presentation of Belarus (in Russian, English, German, Spanish, Polish and Italian languages), including the block of trade and economic and investment possibilities of Belarus.
